Changing the primary domain is also not available for these types of Google Workspace or G Suite accounts:

Accounts that included the purchase of your domain when you signed up.
Certain newly created Google Workspace accounts.
Accounts in a free trial period. If you signed up with the wrong domain, you can cancel your Google Workspace account.
Accounts with an unverified primary domain. You can verify your domain or cancel your Google Workspace account.
Accounts purchased from Google Domains
Accounts with a deviceadmin.goog domain.
Accounts with Google Meet Hardwaredevices. Contact Support to change your primary domain.

However you can change the primary domain of some other Google Workspace and Cloud Identity editions.
