cent/ouek/rhel 6.x linux 2.x nginx 1.x php 5.x phpmyadmin 4 install problem

cent/ouek/rhel nginx phpmyadmin gives me an error even after ive mkdir config and chown nginx:nginx config

Cannot load or save configuration
Please create web server writable folder config in phpMyAdmin top level directory as described in documentation. Otherwise you will be only able to download or display it.
